Rising Costs Strain Budgets for Low-Income Older Adults
A recent report highlights that low-income households with individuals aged 50 and older are spending significantly more on basic needs, with expenses outpacing income growth over the last two decades. This financial pressure threatens the health and financial security of millions of older adults.
Many older adults, particularly those with lower incomes, are facing growing financial challenges as essential expenses continue to rise faster than their earnings. A new report from the AARP Public Policy Institute (PPI) reveals that households with low-income individuals aged 50 and older allocate a substantial portion of their budgets to basic necessities like housing, food, transportation, and healthcare [Medicare Rights Center].
Basic Needs Dominate Spending
The report indicates that basic needs account for over 80% of all spending in low-income households with older adults. Housing alone consumes 36% of their budget, followed by food/groceries at 20%, transportation at 15%, and healthcare and insurance at 12% [Medicare Rights Center]. This contrasts with higher-income households in the same age group, which spend 73% of their budgets on these necessities, demonstrating a disproportionate burden on those with fewer resources. For low-income older adults, housing and food costs combined represent about 56% of their total spending, compared to 46% for all older households [Medicare Rights Center].
These households also experience a higher healthcare cost burden, spending 12% of their budget on health compared to 10% for other households over 50. Notably, this is four times the healthcare spending burden faced by low-income households without an older adult, which spend 3% [Medicare Rights Center].
Expenses Outpace Income Growth
Over the past two decades, low-income households aged 50 and older have seen a significant increase in the cost of basic needs. Even when adjusted for inflation, expenses have risen sharply for food (27%), healthcare (17%), and housing (15%) [Medicare Rights Center].
Despite a slight increase in average post-tax income for these households—from approximately $18,600 to $21,300, a gain of $2,700—their average annual expenses have grown much more rapidly. During the same period, average annual expenses climbed from about $27,600 to $36,100, an $8,500 difference [Medicare Rights Center]. This growing gap between income and expenses suggests that many older adults are struggling to make ends meet, potentially by depleting savings, falling behind on bills, or accumulating debt.
Implications for Older Adults
The financial strain highlighted by this report is particularly concerning given that many older adults have limited financial buffers. In 2024, one in four Medicare beneficiaries, totaling 16.5 million people, had an income below $24,600. Furthermore, one in ten Medicare beneficiaries reported having no savings or being in debt [Medicare Rights Center]. These statistics underscore the vulnerability of many older adults to rising costs and the importance of understanding the financial pressures they face.
